The shopping cart tracks all orders, even failed/declined orders.
These failures still take up an invoice number. If the invoice failed, no email notification is sent to the merchant.

There are also other order statuses that will cause an order not to appear in the normal search. You can use the same method given above to view orders with one of these statuses.
